Presidency and Trio programme

The Netherlands, Slovakia and Malta constitute the Presidency Trio for the eighteen months from 1 January 2016 to 30 June 2017. The Netherlands will hold the Presidency in the first half of 2016, Slovakia in the second half of 2016, and Malta in the first half of 2017.

In the field of European statistics, the three Presidencies will focus on provision of high quality and relevant European statistics produced in accordance with Regulation (EC) 223/2009 on European statistics and guided by the European Statistics Code of Practice. Moreover, the Trio will encourage initiatives underpinning the implementation of the Vision 2020, which focuses on modernisation and strengthening of European Statistical System in the area of developments in data collection, globalisation, reduction of production costs, and monitoring societal development. In encouraging these initiatives, the Trio will take into consideration that the key EU principles of subsidiarity and proportionality must always be respected, and that the investment costs of implementing Vision 2020 may not be excessive.

In order to achieve these targets, the Presidencies will support activities aimed at the provision of relevant and high quality European official statistics, and development, implementation and monitoring of European policies, while respecting growing user demands in terms of scope and quality of information against a background of considerably reduced resources. Special attention will be paid to strengthening the confidence in European statistics, harmonisation, as well as the reduction of costs and response burden.

Taking into account the continuity of legislative procedure, the Presidencies will build on the results achieved by previous partners and will make every possible effort to advance with pending legislative dossiers as well as with new proposals adopted by the Commission.

With high probability, the following pending legislative dossiers from the Italy-Latvia-Luxembourg Trio to be negotiated during the Trio period 2016-2017 will be:

  • Proposal for a Regulation of the European Parliament and of the Council establishing a common framework for European statistics relating to persons and households, based on data at individual level collected by samples. (IESS)
  • Proposal for a Regulation of the European Parliament and of the Council on the extension of the programme 2014 - 2017 for the period 2018 – 2020 to comply with the Multiannual Financial Framework (MFF) 2014 to 2020
  • Proposal for a Council Regulation on the harmonisation of gross national income at market prices repealing Council Regulation (EC,Euratom) No 1287/2003 of 15 July 2003 on the harmonisation of gross national income at market prices (GNI Regulation)
  • Proposal for a Regulation of the European Parliament and of the Council on European business statistics (FRIBS)
  • Proposal a Regulation of the European Parliament and of the Council for new legal base for territorial classifications and typologies (TERCET).
  • Proposal for a framework regulation of the European Parliament and of the Council on agricultural statistics
